Program Management and Construction Management Service at Archway Recovery Services (ARS) Expansion East Tabor, Fairfield, CA.
The Archway Recovery Services BHCIP expansion project creates a 62 bed adult substance use disorder treatment facility in Fairfield, in Solano County. The project creates a 16,900 square feet, two story residential treatment facility for men diagnosed with substance use disorder.
The first floor will include a central courtyard, staff and medical support offices, dining, and a 10-bed withdrawal management unit. It also includes an Intake administration office, an intake processing room, and family counseling lounge, and a conference room.
The second floor includes dorm rooms that will sleep from two up to four individuals, a lounge area for residents, four individual counseling rooms, two group treatment rooms, a communal shower/bathroom, and a private shower room for residents who may be be gender fluid and who would feel more comfortable with greater privacy.
The purpose of the courtyard is to fill the space with natural light, conveying hope. It includes an exercise room to allow clients to experience health and fitness as a prosocial aid to recovery and as a healthy alternative to substance use.
A medical office allows our medical team to provide physicals and medical support (including Medication Assisted Treatment) onsite. The grounds will provide ample space for healing as well. It will be a fenced facility to secure client confidentiality.
The landscaping will include drought tolerate plants and grounds for walking in the out of doors while remaining safe in a structured environment that supports a good foundation for recovery.
The project includes the installation of solar panels to support the sustainability of the program by limiti ng the cost of electricity and contributing to Californias Green Economy.

Program Coordination:
* Attendance at Funding Agency process instruction meetings
* Assist Owner in responding to Funding Agency information requests
* Submittal of required Certifications to Funding Agency
* Review program funding agreement
* Update Master Schedule
* Report progress to Funding Agency schedule
* Track PG&E Application
* Review Construction Budget
* Review FF&E Budget Budget and Financial Management:
* Review the project construction budget
* Prepare and manage a construction budget
* Budget reconciliation
* Coordinate city fees and potential wetlands mitigation measure budget
* Update Fee and Mitigation Measure Budget Project Planning and Management:
* Develop Project Management Plan
* Coordinate acquiring approvals from different agencies
* Review the payment applications submitted by consultants
* Coordinate, and maintain a document control system Design Stage:
* Review and provide constructability review comments throughout the Design Development Stage
* Confirm DD constructability comments have been satisfactorily addressed.
* Review DRAFT Owner-Contractor Agreement, including General Conditions
* Review of construction contract Construction Phase:
* Conduct a pre-construction conference
* Lead weekly OAC meetings and produce meeting notes
* RFI coordination and tracking
* Submittal coordination and tracking
* PCO coordination and tracking
* Coordinate Owner / Donor tours and promotions
* Coordinate inspections-multiple agencies
* Review of Pay Applications
* Negotiation of contract changes
* Review contractors schedule updates and reconciliation
* Coordinate Owner vendors and arrange timely installation of rough-ins.
* Coordinate deliveries of Owner FF&E. Funding Agency Coordination
* Funding Agency inspection coordination
* Coordinate Staff training and commissioning
* Transition to move-in and start of operations.
* Coordinate with Contractor to Develop record and maintenance documents
* Final funding distributions
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
* Good Communication
* Minimum of 10 years of expereince
* Owner's Representative experience
* Strong estimating and scheduling skills
Preferred Qualifications:
* Bachelor Degree
